解决方案：
运行注册表编辑器：按Win+R运行regedit

修改下面的“Enabled”值为0就可以了
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\FipsAlgorithmPolicy\Enabled
